By continually lobbying the federal government to tend to the needs of African Americans, she had already gained the ear of Presidents Coolidge and Hoover. As the nation reeled during the Great Depression, she pushed Roosevelt to pay attention to black Americans too. Soon, the former teacher and womenrsquo group organizer would step into an official New Deal role as head of the Nat stanley cup ional Youth Administrationrsquo Division of Negro Affairs and head of what would be known as FDRrsquo Black Cabinet, becoming the highest-ranking African-American woman in government and the first ever to head a federal department. Elizabeth Warren proposed a new tax on lobbying on Wednesday, meant to discourage major corporations from spending more than $500,000 to lobby the government. But law experts say any plan to tax lobbying wo jordan uld almost certainly face legal challenges under the First Amendment.The plan would impose a heavy tax on corporate lobbying over a certain threshold in an effort to, as Warren puts it, end lobbying as we know it. Under Warren plan, corporations spending between $500,000 and $1 million on lobbying per year would pay a 35% tax on those expenditures. Corporations spen salomon ding over $1 million would pay a 60% tax, while corporations spending more than $5 million would pay a 75% tax.
