Scugog councillors are second-guessing a staff suggestion that the townships noise bylaw be applied to rural areas.In a Dec. 7 report to council, Denise Stephenson, a Scugog bylaw officer, recommended the township amend its 2013 municipal noise bylaw that stipulates the hours for sounds, such as loud music, heavy machinery and lawn maintenance.Recent complaints have revealed a gap in the current bylaws ability to sufficiently regulate noise prohibited by time, wrote Stephenson in her report.
